Support to create SKU Standard Azure Load Balancer Creation with Morpheus native feature

With Morpheus native feature, It needs to support creating SKU Standard Azure Load balancer (or make SKU as selection). As of now, it only supports SKU Basic Azure Load balancer creation, but some customers only allow to use Standard Azure Load balancer following their policy.
