Please add a permission set for workflows that is separate from permissions for tasks.
Description:
We would like to allow uses to edit workflows but not tasks. We like locking down permissions on tasks so we can control execution location and git branches. Once the task is added we don’t mind that a user can create a workflow from their task since the task adheres to our controls.

Allow user to edit workflows but not tasks.
Just to confirm a few things. You would like to set the Features role to read to allow users to list Tasks, and add an additional role specific to Workflows that would enable full, correct?
Yes please that is correct. It would be nice if our users could list tasks and also separately have full permissions over workflows which is combined into one role at the moment.
